Key findings

The Committee noted that there is a high level intolerance towards Muslims in France. It is amplified by political speeches equating Islam with terrorism and statements implying that Muslims do not integrate into French society, in particular speeches that stigmatize the wearing of the veil. Spikes in hate speech have occurred around events that have revealed the connection between online and offline hate, such as the messages that led to the murder of teacher Samuel Paty in October 2020 and the subsequent reactions that resulted in attacks or vandalism against Muslims.

Methodology (Qualitative/Quantitative and exact type used, questionnaires etc)

The working methods for the preparation of the reports involve documentary analyses, a visit to the country concerned, and then a confidential dialogue with the national authorities.
